Almost 50 years after President Nixon launched the “War on Drugs,” the United States has the highest level of incarceration in the world, both in terms of absolute numbers and as a percent of population. The US incarcerates 2.2 million people, more than either China or Russia, and the Federal Bureau of Prisons estimates that 50% are nonviolent drug offenders. According to a landmark 2001 Maryland study, the cost of incarceration is five times greater than treatment yet the recidivism rate is high with two-thirds of drug offenders released from state prison being rearrested within three years.
